      I know it ain't one of those, there is a quick release buckle on top of each shoulder, I know the CIRAS doesn't have those.

        Looks like a blackhawk STRIKE vest to me. although their site doesn't have any pics of the shoulders, so I can't tell if they've got a clip on them like those vests do.

              the vest looks a bit like one of the condor ones, I know theyre not 'real' plate carriers but could be used to save cost
