Originally I think you were asking about purchasing from overseas and the applicability of membership of a reenactment group/society in terms of a defence, which in that case would be in relation to import. In such a case the UK Border authority may ask you to provide evidence of your defence before they release the RIF to you in UK. They would want to check that you are a member of a bona fide reenactment group/society which has third party public liability insurance (PLI) for reenactment activities in UK. How they satisfy themselves as to that is up to them, and people may have different experiences as a result.
If you are simply seeking to purchase in UK using the reenactment defence then the retailer needs to satisfy themselves you are similarly a member of a bona fide reenactment group/society which has met the PLI requirement. They may be content simply to see your membership card (especially if they have sold to members of the same group/society previously) or they may wish to even contact the group/society to confirm your membership and the group's PLI. Again, it is for them to be satisfied and so processes may vary.
A further aspect that may be an issue, although I am not aware of it arising yet, could be the relevance of the RIF to the time period that the reenactment group portrays. In discussions whilst the Act and then the Regulations were being drafted, the Home Office personnel commented that they would not expect membership of a reenactment group portraying the medieval period would give a defence to the purchase of a RIF that was based on an AR15. In fact such a group would not need a RIF of any sort in any period portrayals perhaps. However such a constraint did not appear in the Act or the Regulations. Nonetheless that may not stop the UK Border authority asking such questions.
