You need to be more specific to what you need.
Do you need a complete RIS front or just a rail for a torch or laser

......sorry lads the rail is for the HANDGUARD so i can mount a torch or laser on..silly me?

Right the cheapest way of doing this is with a magpul ris rails.
They come in several lengths and with the nuts and bolts needed to fit them, it just requires you to drill 2 small holes in the hand guard in the position you want to install them,You can fit them to the vent holes at the bottom if you wanted.The only problem with that is that the torch may be too far back on an m16 and create a shadow when your light is on.
The alternative is an M4 front sight mount block, this clamps around the front sight they come in several different designs.Or a barrel clamp mount that simply clamps to the barrel.Both of these will mount the torch further forward so less chance of your barrel casting a shadow when the torch is on
