Was beginning to wonder if had been swept away. Accompanying notes on http://www.legislation.gov.uk don't show skirmishing!!

Yep, two different things.

The notes explain in a bit more detail and the link above is to some extra bits the HS grafted on under his powers.

Not the best of laws really, why name majority of defences in the act, then slap skirmishing just on the notes, without even a specific mention in the law along the lines of....

"And any other defences the Home Secretary deems fit"

All the work the ABA did after the act was passed, but before it came into force.

Or, say the cynical bit of me, so the government could keep the airsoft retailers/sites happy for a while and then remove our defence when they wanted to please the red top media.
