Who to report VCRA violations to?

I've just been offered the chance to buy a RIF from an Airsoft Retailer despite not currently having a defence and I was wondering if anyone knows who I should report this to, the Police or Trading Standards?

Depends on the circumstances. Any more info? Their local non-emergency number most likely, failing that UKARA if they're a member, but what you've written doesn't really make a whole lot of sense.

I've had the same a few years ago another retailer but personally I feel they must feel you may have some form of valid defence. You must of gone into the shop and discussed with them the reasons why. Personally I wouldn't report them. You don't want to shine a bad light on to airsoft even more (especially since the whole media shit) I'd say just take him aside and tell him he needs to be more careful.

For a retailer to agree to sell you a RIF only two criteria must be met:
You must be over 18.
They must be satisfied that you want to use the RIF for permitted activities such as airsoft skirmishing.
That is it. Nothing more, nothing less.
UKARA has no legal standing what so ever and need not even be bought up in conversation between retailer and potential customer.
Zero One them selves were selling RIFs to players at one of the NAEs based on the fact that they could reasonably assume they wanted the gun for skirmishing...what with them being at the UKs largest skirmish event.

This. UKARA isn't the only means by which a retailer can satisfy themselves that a customer is a legitimate airsofter. Don't be so quick to report until you know all the facts. Even then, maybe as Xaphor said; it'd be better to talk to them about it than possibly bringing any negative attention to our hobby.

If you had a shop and I came in saying I want to shoot my neighbours cat but i wanted a less powerful gun just to annoy it, I had a shotgun and firearms ticket and my mum knew a guy who was SAS, it would be classed as an illegal sale as in none of that do I have a defence against prosecution.
If I came in saying I have never played. My mate loves it and is taking me to Ground Zero this weekend but I don't want to rent, provided you the retailer believe I am going to use it at Ground Zero on the weekend it is a legitimate sale (age checks still apply)
You could play from now until you were 100 and never have a UKARA, BAC or PASS defence.
Away from UK until June / July. Happy to still buy but sales will be harder due to not being home.

At the moment, some retailer just randomly offered a guy that happens to be on an airsoft forum who seems to know about the VCRA an airsoft gun 'without checking his defence'.
Which is kind of an odd sequence of events...

Because as a UKARA member, they are expected to sell meeting UKARA requirements. Read in to that what you will...
In answer to the OP, good luck reporting it to either of those two. From issues I've seen in the past, when reported to the Police, the people were told it was a matter for Trading Standards. When they called Trading Standards, they were told to contact the Police

Two criteria need to be met.... Age and belief it will be used for permitted activities. That is it.

Kinda agree with Xaphor, while the retailer is probably breaking the law, going by the op's initial post, I'd be inclined to try to keep things "in-house", reason being is that our " sport" is under constant scrutiny, & there are many out there, who we'll call the "anti-gun lobby", who would pounce on stories like this, & the whole thing could snowball, with dire consequences for the game.
That's not to say the said retailers shouldn't be spoken to in the strongest terms, but maybe the people to do it are responsible organizations such as ukapu or similar, as well as ukara registered retailers (obviously there is only one lol), in order to straighten this retailer out, & possibly ensure the conduct themselves in a legitimate manner in future.
IMHO.

This is the ACTUAL law:
'For airsoft skirmishing, the Association of British Airsoft is putting in place arrangements to allow retailers
to check that individual purchasers are members of a genuine skirmishing club or site.
The key elements of these arrangements are:
new players must play at least 3three times in a period of not less than two months the two months before being offered membership
membership cards with a photograph and recognized format will be issued for production to retailers
a central database will be set up for retailers to cross-check a purchaser’s details
a member’s entry on the database will be deleted if unused for 12 months.'

Actually Bryan's comments are correct in that the VCRA states that to have a defence it must be used for permitted activities, of which airsoft is, so technically you could turn up to site, buy from the shop and use it in game.
I believe most retailers (but not all) think that's too risky
