swaps when someone doesn't have ukara, is it bad??

Basicly want to swap a gun (i have ukara) with someone who wants my gun but doesn't have ukara....
Is this still "legal" as such and no ones going to get into any bother?

Ukara isn't a requirement, BUT the person you're swapping with must still be able to provide a valid defence reguarding the VCRA ( such as skirmish site membership or a skirmish log book, ask for a photocopy of the stamps/logs/whatever and/or skirmish site member ship details and contact number .. it's up to you to check this!) or you'll be breaking the law.
