    is it legal for someone who is not registered or a skirmisher to sell a if or rif to a registered skirmisher or ukara registered menber.?

    how he obtained it in the first place is another matter, but selling its fine just make sure the ages are always over 18

      And ask for their UKARA number that is a definite must.

        ^^^^ Not true. UKARA is just one form of defence. If you know they are a regular skirmisher then that is fine. Some sites are not registered with UKARA.
