A way to "Bypass UKARA" - Would this work?

Hi guys, I'm not suggesting anybody does this.
But I am a person who likes to think of things that could use loopholes to bypass laws and exploit them for the idiocy they are. ANYWAY.
So here's the scenario:
A person who is not UKARA Registered wants to buy a RIS, for example an L96 which is a gun that easily splits the main 'Shooting' part from the actual stock. Now, it's illegal for him to buy and the person to sell the stock and the 'shooting' part (Barrel, cylinder, receiver etc.) as one part which therefore makes a RIS, however, from my knowledge it is neither illegal to buy/sell just the stock to somebody who is not UKARA registered, no matter what the colour and it is also not illegal for him to sell or the person to buy the 'shooting' part separately. So, could the person simply detach the two from a RIS and send them in two separate bags but the same parcel (two different bags... in a bag). Therefore, breaking no laws via just selling a stock and a 'shooting' part separately.
Would that be allowed? If not, reason why please.
IE: If they need to bill the two items separately or send them separately would it then work? (Only if that needs to be done).
I don't see why not, although everything works in my eyes! Haha, cheers guys.

The offence would then be commited when the buyer put the two parts together, 'manufacturing a RIF'.

No if they are both in the same package.
Yes if they were in seperate packages sent seperately. Of course, if the person is not ukara/site registered then puts the 2 parts together, he will be manufacturing a RIF which is illegal.

Be cause that person will then put them together and will be making an RIF which is illegal.
Customs are aware that people do this when trying to buy RIF's from asia.

RIS= rail interface system
RIF= realistic imiatation firearm
just so you know bout that mate before you get all the insults that im sure will come your way for that one from various well known users on this forum, have fun.

Its still illegal, your manufacturing a RIF.
Doesnt stop alot of Asian manufacturers doing it though!

It's not about him sending them. He can send one via pigeon and one via ship if he wants. But the second you put them together you break the law.

If you can't prove your a regular skirmisher, in the props industry and so on i wouldn't bother trying. It's really not worth it. The least that'll happen if you get caught is you'll lose your money and the gun. As the seller isn't going to refund you are they?

Even if you had thirty packages send to you, as soon as you start putting it all together then you are MANUFACTURING and that is illegal.
