Yes. Reeanactors are specifically mentioned in the defences section of the VCRA.

You're the seller, it's legally your responsibility to ensure that the buyer is allowed to purchase.
Make sure their registration is in order, and that they're 18+, and you'll be OK. Take their word for it and something goes wrong and you're not.

Really you want to be seeing some membership details, or details of the society they are a member of to verify against.
Also, you need to use your head a little. If they are a WW2 re-enactor, or Roman or whatever.... no defence to purchase say an SA80 etc.

Yes, and no. If they're a member of AFRA, or any other multi-period association, etc. you're covered.
There's nothing in the VCRA which states the reenactor's preferred genre has to match the RIF.
