Undelete discussion in group

I'm the admin in a group, I can create discussions and delete them but when I choose the option to undelete (restore) one I get the message "You do not have permissions to manage deleted discussions"

Why is this if i'm the admin?

Also, how do you permanently delete a discussion? or can we only soft delete?
