Who's loadout is this?

I was looking through some old photos and came across this one....



I took when I was just outside Kabul airport picking up a few souvenirs from the bazar a couple of years ago and I was just wondering who they were?

Looks very close to the desert pattern used by the Portuguese airforce. Not sure if it is, but seen near the airport it's a possibility.

The first one looks like their army cam, but they use different patterns and tones for the different forces.
