If you search on google for x26 red gun you should find the training ones for about £45. Then a case of painting it.

Really sorry for the necro post but thought I'd give a worthwhile reply to this:

I'm not entirely sure why even the inert stuff appears to be restricted, I would wager 99.9% of the public wouldn't know what a real CS tin looks like let alone an inert one.

And apparently neither do all Police officers!

I know of one story where an officer was carrying a training canister on his belt and found himself in a situation when he needed it.

He got it out...sprayed the guy...and can you imagine - out came water! The guy was so confused he pretty much became compliant after being soaked with water.
