propeak problem

just bought a propeak off here, and its not charging for some reason. ive checked all i know to check (polarity, ect ect.) but nothing.

i noticed the green light is always on, even if no battery is connected. is this right?

also, when it beeps to tell you the battery is charged, it just keeps beepin, after the pack is removed.......

Green light should come on for a second or so when plugged in, then go off if nothing is attached.
