Re-closing used shotgun cartridges

Hi,
I'm not sure this is the correct forum section for this, admin please move if wrong.
I have a handful of used shotgun cartridges, I wanted to fill them with something that resembles pellets, like ball bearings, and re-close them to make inert shotgun cartridges to attach to an airsoft shotgun sling, something which I'm sure many of you have seen or have done yourselves. Can anyone advise me as to the best way to re-close/re-crimp the cartridges? I have tried but I end up splitting them at the end.
Oh, this is legal right? They are inert after all?

Actually ignore that, found a site that sells inert ones cheap enough. Sorry for time wasting! :/
