Vcra also covers importing a RIF or causing one to be imported. Which is precisely what he'd be doing.

Wow, so much incorrect information in this thread, I really don't know where to start...
- He's not importing, he already owns them. He may, however, need to show proof of ownership
- VCRA restricts purchase, manufacture and importing, NOT ownership
- RIF's don't need to be registered

Yep I did think about that afterwards. I know when the over seas players come over for a game on a boat or through the tunnel they're fine ,I assume you have to inform them first or something .But if your coming over to live I think its a different matter. Assuming you flying over I don't know if they would allow a rif on a plane so then you would have to have to posted over once your living here then you would need skirmishers defence to import it wether you already owned it or not, no?

I believe some people have flown with RIFs before, but different airlines may have different restrictions and it's always worth checking and declaring it beforehand

"An import of a good occurs when there is a change of ownership from a non-resident to a resident; this does not necessarily imply that the good in question physically crosses the frontier." is the official definition from Wikipedia. Given that no sale is taking place, or transfer of ownership, then I would assume (happy to be corrected) that he is not importing anything, as he remains the owner throughout and is not taking place in any transaction. It should simply be a case of bringing it into the country, in the same way that if you travel overseas for a game, then you're not importing the rif at that point.
Of course, reality is a different matter, but I would hope that as long as he is able to prove to customs should the item get seized that he is in fact the owner then there should be no problem
