Are you 100% on that? I've been charged duty on secondhand watches and other things in the past.
You don't pay anything if it's within the EEC but outside that they charge.
Otherwise you could just get someone to use something for a day then send it as secondhand. Comming through customs at an airport they will charge you the duty unless you took it out with you.
I may be getting confused with vat and import duty though.
