yes you can, check out zeroone. they have about 3 or 4 to choose from search "handguard rail"

You can just buy, rail and screw in the screws into the plastic, any old rail should do, I used a vsr 10 scope mount and it worked fine, however you will need a nut and washer on the end

Also, don't forget to allow for the M4 handguard not being totally level with the line of the barrel, it tapers from back to front and you may need to shim the front of the rail in order to zero anything you mount on the rails.
