Some kids been making videos on youtube showing him disregarding the law by manufacturing RIF's while clearly under 18

There is no age restriction on "manufacturing" in the VCRA. The age restrictions only apply to sale/buying, and I'm not aware of any age stipulations in the airsoft defence.
So while painting his gun/removing the paint may be against the intent of the law, it may not be as it is written, assuming he can prove he's a "regular skirmisher" per the airsoft defence.

Sadly, this is indeed true. A hole the the VCRA really, and something that is frowned upon, yet no action has ever been taken to act upon it.
