What you're describing is called a "discarding Sabot". They're currently in us in tank guns, tough not with the cord.
The sabot is designed to expand, and fall away from the shell/flechette when it leaves the barrel.
Many, many moons ago, someone made a paintball bazooka using a couple of styrofoam coffee cups, filled with .50 calibre paintballs. It's basically a shotgun, though - equivalent to the old grapeshot.
