bla bla bla and "its upgraded"

Quick question , im sick of people saying its upraded and stick a high price tag on it without proof of upgrades or sometimes not even the name or type of upgrade,
are people allowed to sell something as upgraded without proof ie, reciepts, packaging etc etc ?
I remember there was something on here aes ago about this matter i just want it cleared up for me ?
