What mark is that M16? A2 by the looks and what manufacturer? Not too sure about the acog though probably something more old school would be better on it.

Its a TM M16A2 with a G&P Metal Body. Acog was just for some long range shooting to see the people. Something else will look better i think. (Like you)

Why is the acog mounted on top of a carry handle mount when it can just fit into the carry handle?

It will depend on the mount, they still need mounts and there are loads of different types.
