Not really, only if it doesn't push the nozzle far enough into the hop up chamber.

If the tappet plate is sticking, even very slightly, it may not seal the hop-up chamber before the piston returns leading to a loss of pressure - a delayer on the sector gear's tappet plate pickup can make it worse. If the sector gear has a delayer see if removing it solves the problem.

Other issues can be where the tappet plate holds the nozzle and the bit that grips the nozzle isn't quite at a right angle meaning that the nozzle is held up to a millimetre too far back. Sanding the front of the tappet plate to make sure the nozzle is all the way forward can solve this.

In a word yes, if its binding, sticking or mis shappen. Ics are popular for it, ie you fit a aftermarket tappet plate and sometimes it literally is clamped by the two halfs of the gearbox shell. That most definatly i would constitute as "effecting" fps.
