WE M16 Delta Ring not lining up

Hi all,

It's likely a very simple issue; but for hours I've been playing around and nothing.

I'm trying to add a new handguard to my M16 which previously had a RIS rail system. I've put the original D ring back on, however the hole on the bottom part of ring for the gas tube to feed through into the upper receiver keeps finishing on the bottom side of the receiver (at say, 6 o'clock, as opposed to 12 where it should be) no matter how I position it to screw on?

I don't have the tools the cut a new hole in.

Any ideas?

using a small flat screw driver spin the "C" clip around to the top and using the same screwdriver spin the spring around so it all lines up with the hole
