WE M4 feeding issue

Hi.
Every 2nd shot basically just lobs out of the barrel, only going a couple of metres. I thought I was getting a double feed since after the shot, which lobbed shot, I'd tilt the barrel down and a bb would roll out.
Then I tested a bit by holding the bolt catch down for each shot. After each shot, with the bolt locked back, I'd tilt the barrel down and nothing would roll out thus eliminated double feed as the problem. I then fired a round (perfectly) without catching the bolt, tilted the barrel and a bb rolled out. So basically my rifle is loading the next bb past the hopup.
I've set the hopup pretty high to see if it helps without luck. It's also still the original one so I'm going to order the RA-Tech replacement hopup. I already have the co2 rated steel nozzle as well and also don't have any alignment issues.
Has anyone had a similar issue? Does the hopup have a type of catch that prevents the bb from going past?
any help would be greatly appreciated.
