Tanaka SAA Cylinder won't rotate

As the title says i cannot get the cylinder to rotate when cocking the hammer. I can't think what could be wrong with it and help would be much appreciated.

what series tenaka is it ? pegasus or casipoia? there are alot of threads about the pegaus models getting stuck as the frame is a little weak. is the front of the chamber jamming on the reciver possibly?(this was the problem in most of the threads i read ) if there is movement but its not engaging the chamber when you pull the hammer back then the pin that mates with teh chamber may be out of line.
