As long as your rail covers are not screwed on to the rail, or welded in place, I wouldn't consider it a permanent change at all. Putting accessories on a rail is probably the best way of reducing glare without breaking the law. Even if it is welded on, as long as over 50% of the gun is still green, no problem. It's quite difficult to establish what really is 50% and many guns I've seen two toned probably aren't on the right side of colorful.

Anything that can be removed without work being done to the gun is considered as temporary, so you could wrap it in scrim while you are playing, so long as you remove it before leaving your game site, no problem.
