The law is like this because it wasn't thought out very well - well it was, no-one could have RIF's - but then they remembered (or were reminded!) that Airsoft existed so tagged the defence for us on the end (badly!).

Bear in mind that it's just a 'defence'. It's
still
illegal to buy, import or manufacture RIFs in the UK. The defence may be used when an individual is charged and brought to trial and it's anyone's guess whether it would be accepted!
