It's not really. If it's truly a gift, i.e. the receiving party isn't exchanging anything of value whether that be money, other property or their time etc, then there's no issue. If on the other hand the receiving party is expected to do or give something in exchange for the RIF then it's a sale and the normal VCRA rules apply. Also I don't think that the receiving party has to be over 18 when being gifted a RIF.

Correct.
The only age limit in the VCRA is on buying an IF (which includes RIF in this case).
