Did think that, but it does quite clearly also say:

"Note: This is ONLY to be used to report spam, advertising messages, and problematic (harassment, fighting, or rude) posts."

I would love a thread closure button.. takes a lot of pressure off mods and gives us that little bit more control over our threads, and as Jag said above, stops old threads being uninteniontally reincarnated.
