Never had a problem with the bang rule at my local site its easily explained that it is only vaild for one kill, on one player, you must have a drawn weapon which is capeable of being fired at the time of the encounter and if you run into a room shouting bang you will just get mercylessly hosed by whomever is there. I do find it a polite rule as its a woodland site the guns are higher fps and your not often having closer range encounters. I think on a cqb or urban site its frankly a nonsense. I dont think its a bad rule just as with any rule if its poorly worded, applied or executed you will be doomed to failure.
