If you want to build it yourself? M14. Ive had at least 4, including a TM/G&P Mk14 EBR Mod 0, well over £1300 of DMR awesome. And the M14 is hands down the best to build from. You can pick up solid ones for way less than that budget. I sold my last TM M14 with G&P KAC RIS set for £300 at 500fps. You could pick up a stock one second hand for £200 easily. Possibly £150 if you shop around and dont mind it being sprayed.

If you want something out of the box? As noted, the RS SVD.

Any form of training weapon for this purpose is laughable. I wouldnt even consider it. And i truly love my Systemas. Even i havent done it yet, a decent upper build will run me at least £700 (M16 length Systema outer is £200!). Madness.
