Sidestepping UKARA guidelines? I've no idea what you're on about. You want a legal interpretation, here goes:
Buy selling the gun in a 51% or more bright coloured state, to a person over the age of 18, the shop has been doing nothing against the law. Or for that matter, nothing against UKARA guidelines.
By replacing the handguards you'd be creating a RIF. It's gone from IF to RIF. That's covered in section 36 of the VCRA 2006 (subsection 1b). That's illegal.
If you can proove you only intend to use it at a site with public liability insurance, you wont be prosecuted.

UKARA don't give guidelines to customers do they? I thought they just delt with the shops, and helping them be beyond reasonable doubt, that they're selling to people who will only use RIFs at sites with public liability insurance. (see statuatory impliment no.2606 of 2007, section 3 subsection 1)

Hunter, you planning on getting the open bolt kit?

I'm going to put it up for sale shortly i think. It's a lovely rifle. But my M4 knocks spots off it. I just need to get a new receiver for it and it'll be ready to rock.

True, nothing has been done thats illegal. Irresponsible? Probably.

Most retailes (including my local), spray the parts that make it as hard as possible to create an RIF. Admittedly you can respray, but only spraying the pieces that are very easily removed and replaced strikes me as foolish.

so, theoretically, thats to say one 'could' purchase the replacement parts in black, (e.g handguard and stock) and replace them with the two-tone parts legally as long as one could prove that they were only intending to use it at a site with public liability insurance ? Correct me if i have the wrong idea.

It's shaky ground. I'd keep it as is until you are old enough/registered as it'll likely cause more hassle than it's worth.

                              "lower scope mounts..."

Have you ever actually fired a gun? It's a bloody nightmare if the scope is right on the barrel. Scope are not always just for looks.
