I think I am going to get the 13:1 and stick to an 8.4.

Those are 13.65:1 respectively. Also make sure that your battery pack can handle the increased current draw for the lower ratio set and higher spring rate or you will not see an increase in rate of fire.

With the SHS Torque Motor, and SHS 13:1 gearset I'm getting low 20's with a 7.2v 2200 35C Lipo.

So with a good 8.4v you should be getting towards your target. Switch to lipo is the real answer
