Okay, your battery/motor isn't producing enough power to complete the first cycle. When you hit the forward assist, you ease the spring. The first cycle is leaving it partly cocked, and your following pull is finishing the cycle, again, leaving it partly cocked, which is normal.
Try a 9.6v in it, fully charged. See what happens.

My battery could be out a charge/slightly out of charge as I haven't charged it up in a while! I'll try that and then if noting happens I'll try a larger batt! Cheers!
