Not sure to be honest. I've never made one. Try googling airsoft mortar.

only if they are stablised I think

Technically the smokes aren't really pyrotechnics as they just pop some smoke around. But what swerve said is correct as well. It's illegal to launch stabalised pyros, things with fins on them for example to stabalise their flight.

I will have to look into the mortar, sounds like a good idea in games when used correctly!
